🚨 Transforming European Prisons Through Human Connection 🚨 ( 🇦🇹 🇩🇪 🇨🇭 version below)
When we think about prisons, many of us picture isolation and punishment. But there’s another side—a story of hope, transformation, and new beginnings. 🌱
In her blog post hosted by our dear friends RESHAPE – our CEO Tamara Höfer sheds light on our work, dedicated to reshaping European prison systems. Through vocational training, knowledge exchange, and advocacy, we are pushing for a justice system that prioritises integration and human connection.
All people working in prison and incarcerated individuals play a crucial role in this transformation, building relationships that help connect with society. 👫 The prison staff’s work, though often underappreciated, is at the core of reducing recidivism and creating lasting change. 💡

Wenn wir an Gefängnisse denken, haben viele von uns das Bild von Isolation und Bestrafung im Kopf. Doch es gibt auch eine andere Seite – eine Geschichte von Hoffnung, Wandel und Neuanfängen. 🌱
🇦🇹 In ihrem Blogbeitrag, veröffentlicht von unseren lieben Freunden bei RESHAPE, beleuchtet unsere CEO Tamara Höfer unsere Arbeit, die darauf abzielt, europäische Gefängnissysteme neu zu gestalten. Durch berufliche Weiterbildung, Wissensaustausch und Advocacy setzen wir uns für ein Justizsystem ein, das (Re)Sozialisierung und menschliche Verbindungen in den Mittelpunkt stellt.
Alle Menschen, die im Gefängnis arbeiten, sowie die Inhaftierten Personen selbst, spielen eine zentrale Rolle in dieser Transformation. 👫 Die Arbeit des Justizpersonals, oft wenig gewürdigt, ist der Schlüssel zur Verringerung von Rückfällen und zur Schaffung nachhaltiger Veränderungen. 💡
🔑 Schlüsselerkenntnis: Vertrauen, Empathie und wirksame Unterstützung können Haftanstalten von Orten der Bestrafung zu Orten der Heilung machen.

🇦🇹 Die @thehowardleague arbeitet seit über 150 Jahren daran, ein humaneres und effektiveres Justizsystem in England und Wales aufzubauen 🌍
Ihr Ziel ist es, den Schwerpunkt des Justizsystems von der Bestrafung auf ein System zu verlagern, das sich auf Menschlichkeit, Fairness und Effizienz bei der Reduzierung von Rückfällen konzentriert💡
Dabei haben sie schon zahlreiche Erfolge verzeichnen können.
Eines ihrer aktuellen Projekte besteht darin, Diskriminierungen in der Jugendjustiz zu verringern ⚖️ Im Vereinigten Königreich ist die Wahrscheinlichkeit, dass Schwarze Kinder verhaftet werden, viermal höher als bei Weißen Gleichaltrigen
📊 Obwohl sie nur 4 % der 10- bis 17-Jährigen ausmachen, machen Schwarze Kinder fast jedes dritte Kind im Gefängnis aus. Daher startete die Howard League im Jahr 2023 ein Forschungsprojekt, um zu verstehen was getan werden kann, um dies zu lösen. 🇬🇧 @thehowardleague has been working for over 150 years to build a more humane and effective justice system in England and Wales 🌍Their ambition is to shift focus from the justice system from a focus on punishment to one that focuses on humanity, fairness and efficiency in reducing reoffending💡
One of their current projects has been to reduce racial discrimination in youth justice ⚖️ In the UK, Black children are 4 times more likely to be arrested than their White counterparts.
📊 Despite making up only 4% of 10- to 17-year olds, Black children account for almost one in three children in prison. Therefore in 2023, the Howard League launched a research project attempting to understand what can be done to solve this. “✨ Symposium Recap: “Justice and Restoration” ✨
Representing my organisation Richtungswechsel – AT, I had the privilege of contributing to the symposium organised by a coalition of over 20 organisations & institutions including Seehaus e.V. 🥳
Over 100 experts from Germany 🇩🇪, Austria 🇦🇹, Belgium 🇧🇪, Switzerland 🇨🇭, & the Netherlands 🇳🇱 discussed restorative justice, (re)integration services, and the need for new approaches.
As part of Panel 3, I stressed that imprisonment should only be the ultima ratio—a last resort. Expanding alternatives to incarceration is crucial, due to the harms of imprisonment.
Key barriers (old & new) 🔒
1) Lack of resources: The justice system is underfunded, affecting the services.
2) Staffing shortages: There is a critical lack of personnel in the system, despite recruitment efforts.
3) External involvement: Volunteers & TSOs are underutilised, something we want to change with HashtagWORKPRIS (https://lnkd.in/ds5FrkUm)
4) Lack of public engagement: There was much discussion on the need for more public support to secure resources, staff, and integration efforts. We—as experts and advocates—are the multipliers and should lead the way in outreach. 📈

✨ Rückblick auf das Symposium: “Gerechtigkeit und Wiedergutmachung” ✨
Es war mir eine Ehre, beim Symposium in Stuttgart mitzuwirken und meine Organisation Richtungswechsel – AT zu repräsentieren. Über 100 Expert*innen aus Deutschland 🇩🇪, Österreich 🇦🇹, Belgien 🇧🇪, der Schweiz 🇨🇭 und den Niederlanden 🇳🇱 diskutierten über Restorative Justice, (Re)Sozialisierung und innovative Ansätze.
In Panel 3 betonte ich, dass die Haftstrafe nur als ultima ratio angewendet werden sollte. Es ist daher entscheidend, Alternativen zur Inhaftierung auszubauen und die Brücke zur Gesellschaft auszubauen.
Barrieren🔒
1) Ressourcenmangel: Das Justizsystem ist unterfinanziert, Unterstützung einschränkt.
2) Personalengpässe: Ein akuter Mangel an Personal in Strafvollzugsanstalten trotz Rekrutierungsbemühungen.
3) Einbindung von Externen: Ehrenamtliche & Mitarbeiter*innen des tertiären Sektors werden in vielen Regionen zu wenig einbezogen, etwas, das wir mit HashtagWORKPRIS (https://lnkd.in/d5gUmYyv) ändern wollen.
4) Fehlende öffentliche Beteiligung: Es wurde viel über den Mangel an öffentlicher Unterstützung gesprochen, um Ressourcen, Personal und Integrationsbemühungen zu stärken. Wir—als Fachleute und Befürworter*innen—sind die Multiplikator*innen und sollten die Anstrengungen im Bereich Öffentlichkeitsarbeit vorantreiben 📈

🇦🇹: Wie können wir über Menschen in Gefängnissen und ehemalige Inhaftierte kommunizieren? Diese Frage wird im Bericht „Bridges from Prison“ beantwortet.
Der „Bridges from Prison Report“, der 2022 von Frameworks UK veröffentlicht wurde, betont die Notwendigkeit, die Art und Weise zu ändern, wie wir über inhaftierte Menschen kommunizieren. Der Bericht hebt drei Haupthindernisse für die aktuelle Kommunikation hervor: Gefängnisse werden als Strafe betrachtet, der Glaube an die Verdächtigkeit und den Fatalismus von inhaftierten Menschen, neue Verbrechen zu begehen, und Vorurteile werden nicht thematisiert. Um diese Herausforderungen zu bewältigen, enthält der Bericht die 6 Empfehlungen, die Sie im Beitrag sehen können, sowie ein Toolkit, das bei der Umsetzung hilft. Diese Empfehlungen zielen darauf ab, den Schwerpunkt zu verlagern und die Menschlichkeit und die Notwendigkeit der Rehabilitation von Gefangenen hervorzuheben.
🇬🇧: How can we communicate about people in prisons and formerly incarcerated people? This is the question answered in the report Bridges from Prison.
The Bridges from Prison Report released by Frameworks UK in 2022, emphasizes the necessity for changing the way we communicate about incarcerated people. The report highlights three main obstacles for the current communication: prisons are viewed as a punishment, the belief in deservingness and fatalism to commit new crimes of incarcerated people and prejudices are not addressed. To combat these challenges The report provides the 6 recommendations you can see in the post and a toolkit to aid with implementation. These recommendations aim to shift the focus to emphasize the humanity and need for rehabilitation of prisoners.

Here are some key facts from the newly released report:
🌀 Worldwide, 11.5 million people are incarcerated.
📈 Only 30% of prisons operate within their capacity, meaning over 2/3 of prisons are OVERCROWDED.
🚺 Women continue to be the fastest-growing prison population (60% increase since 2000), with drug policy being a significant driver of this trend.
⛓️ Every THIRD incarcerated person is in pre-trial detention.
👮🏽♀️👮🏾♂️👮🏼 Many systems are struggling to recruit and retain staff due to challenging working conditions, with several deadly incidents affecting correctional personnel last year.

We are excited to announce that the PRISGRADS In-Person Workshop on prison staff recruitment, training, and professional development will take place in Vienna, Austria, from 12th to 14th November 2024.
Workshop Overview:
The PRISGRADS team is excited to host an exclusive in-person workshop focusing on the recruitment, training, and professional development of prison staff. This three-day event will gather professionals from across Europe to explore advanced strategies and innovative practices in these critical areas.
Participants will engage with experts on various topics including staff wellbeing, cutting-edge training methodologies, and professional growth. The workshop will also feature visits to the training academy and an Austrian prison facility, providing an opportunity to observe and exchange with Austrian prison service staff.

We discussed the challenges and opportunities in modern correctional systems, with a particular focus on comparing England and Austria. We highlighted how similar issues like staff shortages, overcrowded prisons, and the social stigma faced by incarcerated individuals affect both countries. Our main focus was on resocialization and improving prison conditions.
P. Christian Marte SJ, a chaplain at the Innsbruck prison, shared his experiences working with inmates and emphasized: “Life does not end with a mistake. Every ending brings a new beginning. Those who have fallen should be helped to rise again. After sin comes a new beginning, a resurrection.”

Im Juni hatten wir das Vergnügen, bei der Altkalksburger Vereinigung einen Vortrag zum Thema „Spiritualität der Jesuiten konkret: Gefängnisseelsorge und Resozialisierung“ gemeinsam mit P. Rektor Christian Marte SJ zu gestalten.😊
Wir haben über die Herausforderungen und Chancen im modernen Strafvollzug diskutiert, mit einem besonderen Fokus auf den Vergleich zwischen England und Österreich. Dabei haben wir aufgezeigt, wie ähnliche Probleme wie Personalmangel, überfüllte Haftanstalten und die soziale Stigmatisierung von Inhaftierten beide Länder betreffen. Besonders die Resozialisierung und die Verbesserung der Haftbedingungen standen im Mittelpunkt.
P. Christian Marte SJ, Seelsorger in der Justizanstalt Innsbruck, teilte seine Erfahrungen aus der Arbeit mit Inhaftierten und betonte: „Das Leben endet nicht mit dem Fehler. Mit jedem Ende ergibt sich ein Neubeginn. Wer gefallen ist, dem soll geholfen werden. Nach der Sünde gibt es einen Neubeginn, eine Auferstehung.“
