Project Overview

We are thrilled to announce the launch of the RESIZE Project, running from 2025 to 2029! As one of only 8 Blueprint Alliances selected by the EU, we are honored to play a key role in reshaping correctional competencies across Europe. The RESIZE project focuses on small-scale, community-integrated detention houses and aims to upskill practitioners through the RESCALED initiative.

This project will be carried out with the support of 25 partner organizations, including CPIP Romania – Centrul pentru Promovarea Invatarii Permanente with Daiana Huber working together to create high-quality curricula and implement regional Pacts for Skills. The goal is to enhance the capabilities of both current and future correctional professionals, fostering innovation and promoting more humane, rehabilitative environments in the justice system.

As part of the LiberateSkills initiative, RESIZE aligns with the broader goal of professionalizing staff working with minors, youth, and adults in correctional settings, bridging gaps in competency levels and integrating correctional practices with education.

Project Goals

RESIZE positions itself at the forefront of European policy by translating the RESCALED concept of small, community-integrated detention houses into a continent-wide agenda for competence management, serving both professionals (licensed staff) and practitioners (peer mentors, NGO actors, volunteers). Our overarching goal is to drive justice reform through learning. Each training module, micro-credential, and recognition tool we develop empowers practitioners and professionals to engage in dignified, safe, and restorative interactions today, while collectively steering Europe towards regenerative, smaller-scale detention models.

Who profits?

At the end of the 48-month design cycle, RESIZE will have created a self-sustaining infrastructure (framework, curricula, recognition tools, observatory, and regional pacts) that any European jurisdiction can rely on to professionalize its workforce in the fields of justice and well-being, and to accelerate the transition towards regenerative, small-scale detention houses.

Project Activities

  • Mapping & Blueprint (WP2) – Provides an evidence base of institutions, actors and processes across 30 countries.

  • Professionalisation of the Workforce (WP2 & WP3) – Defines 50 core competences and 10 professional profiles reflecting the multidisciplinary reality of the ecosystem.

  • Democratisation of Learning (WP3 & WP4) – Recognition of prior learning and micro-credentials certifies expertise acquired in formal, non-formal and informal settings, with the data stored in the future digital EU wallet belonging to the individual worker.

  • Collaboration and Integration (WP4 & WP5) – Centres of vocational excellence, work-based learning and regional competence pacts connect stakeholders across justice, health, education and employment sectors.

  • Long-Term Insights (WP5) – The European Observatory for Prison Competences provides data to keep the ecosystem adaptive and future-ready.

Methods and Principles

Learner-centred and ecosystemic – Training offers are co-developed with practitioners, licensed professionals, and people with lived experience to ensure relevance across the justice, health, education, and employment ecosystems.

Modular and transferable – All learning content is packaged as micro-credentials aligned with the European Learning Model and can be linked to the future EU digital identity wallet, making competences the property of the worker.

Problem-solving oriented – Each module starts with a real-world challenge (e.g., organising a community service in a small town, managing AI-supported monitoring, running a circular economy workshop) and provides learners with concrete tools they can apply immediately.

Blended & work-based learning – Online resources, simulation labs, and on-the-job assignments are combined so that learning happens where practice takes place.

Recognition of prior learning – A standardised toolkit enables practitioners to convert informal and non-formal experience into formal credits, shortening pathways and rewarding applied expertise.
